E-health readiness refers to the preparedness of an organisation or community to implement any technology based-healthcare programs. Performing an e-Health Readiness Assessment will facilitate the approach towards the adoption of e-Health and Information and Communications Technologies (ICT,) and avoid the possibility of poor implementation or failure. The diffusion and adoption rate of e-Health systems in the Iraqi healthcare sector is very prolonged and limited compared to other sectors such as the finance, transportation, manufacturing, and retail industries. Therefore, studying the factors that affect the development of e-Health is essential. The purpose of this quantitative study was to assess the unique contribution of the critical factors leading to the development of an e-Health readiness assessment framework for both public and private healthcare institutions in Iraq. The researcher administrated two questionnaires to medical and technical staff in the Baghdad Medical City to explore the hypothesis considering all factors. The Statistical Package for the Social Sciences (SPSS) was used to verify the reliability and form of the questionnaire and the Cronbach’s alpha measure showed that the factors were accepted and the values were greater than 0.7, which is the accepted standard.
