Abstract: The aim of this study was to study the role of development programs on gender justice and distribution of life opportunities for men and women in Qazvin in 2019. The theoretical framework of the research is inspired by the theories of Chafner and Bourdieu. Forces would be caused the survival of gender inequality. And Bourdieu, who emphasizes the importance of the role of sociability in shaping the definitions of gender and symbolic violence that justify the principle of gender inequality. Qualitative research method for data analysis is comparative and historical method and in some cases descriptive research method has been used to express statistical information and also gender analysis approach. Findings and results show that the more we move from the first plan to the sixth plan, the more legal material is observed with a gender approach. Inconsistent the trend of improving the status of the education index well reflects the trend of social change. Therefore, first of all, it is necessary to clarify the goals of gender and development and to be in the context of the programs and achievements that are pursued in the country. Also, because these concepts are new and not compatible with the traditional way of thinking of traditional development, a pro-gender group should be created in organizations and work diligently to achieve these goals. In fact, this process, which is the strategic view of policymakers on the existing capabilities and talents, requires more than just gender and disciplined implementation of development plans.
