Abstract:

This paper examines problems related to the implementation of SME development policies established by the Malaysian government. This study used qualitative methods such as a literature review, fieldwork investigations, in-depth interviews, and a focus group, as well data analyses that employed content and descriptive analysis. The results indicate that SMEs in Malaysia experience common problems related to financing, human capital, market channels, cost increases, and technology. However, the Malaysian government has implemented many programs aimed at developing SMEs. For instance, it has set up many advisory government agencies and training programs for SME development, and it has established many programs for financial assistance such as soft loans and long-term, low-interest loans. The key to implementation is the collaboration between government agencies and the private sector to design appropriate policies and implementation plans for SME development and to emphasize green growth in Malaysia.
