MIKTA is a world forum that proclaims itself as a facilitator and initiator of new concepts for world peace and security, which is still trying to find a real form of the concept of world peace that is being offered. Indonesia is one of the members. Therefore, observers view that some political events that have caused chaos that occur within Indonesia are feared to be contrary to their international ideals and roles, which may have an impact on world distrust. This research tries to provide a different perspective regarding the interaction of public spheres that occur in Indonesia, both between the people and the government and between the Indonesian people themselves. This study finds that there are efforts from the grassroots community to contribute, participate and negotiate in formulating a more functional concept of state resilience both for Indonesia's domestic structure itself and for Indonesia's role in global governance. However, the different meaning of national security from the Indonesian government results in a contra-productive existence between the concept and implementation of national security in Indonesia.
