Substance Abuse in India: Need for Strategic Framework

Abstract:

Substance abuse and drug addiction is a serious issue across the globe. It has caused immense human distress and its illegal production, distribution have spawned crime, abuse and violence worldwide. Today, no part of the world is free from the curse of substance abuse and, drug trafficking. India too is trapped in this vicious circle of substance abuse, and the numbers of addicts are increasing day by day. A study conducted by AIIMS in 2019 highlights the gravity of the issue. The development of contemporary strategic framework at the local, regional or national level is required for tackling this meance of substance abuse and also for meeting the needs of the addicts. The most important principle of an effective treatment programme is to attend the multiple needs of the individual and not just his/her substance abuse. This paper critically examines the legal framework for substance/ drug abuse and offers suggestions for developing a strategic framework for treatment, health and rehabilitation needs of the abusers.
