Abstract:

This study aims to describe the implementation of human resource management for educators at State and Private Madrassa, the obstacles, and the solutions. This is a field research with case study approach, by comparing the data at Site 1 and Site 2 to see their characteristics and the similarities. The research was conducted at two Madrassas Tsanawiyah (Islamic Senior Schools). Data are in the form of written data taken from informants and archives (documents). The research subject was the head of Madrassa. The research informants were vice principle, teachers and students with purposive sampling. Data collection techniques are through interviews, observation, and documentation. Data and source triangulation are applied to get validity. The data analysis technique is interactive qualitative. The results of the study reveals that: (1) The implementation of Human Resource management for educators in improving the quality of education both madrassas has been well done through the stages of planning, organizing, implementing, recruiting, training, providing compensation and evaluation; (2) The obstacle to the management of HR for educators at Site 1 is the demands of the profession result in limited teaching learning hours for all activities and the large number of educators. The education and training for educators are considered to be less optimal because few teachers join the program. At Site 2 the obstacles are the lack of welfare of educators, especially for non-permanent teachers and employees at private institution, career clarity for teachers and employees, and the lack of motivation and sense of belonging; (3) The proposed solution to overcome the problem HR for educators at Site 1 and Site 2 is to increase the support for student guardians, the students of both madrassas, the head master and to collaborate with other parties in providing training programs for educators.
