Policy Model for Flood Disaster Management Caused by Land Reclamation in the Waters of Palembang, Indonesia

Abstract: Reclamation Land is a state land regulated in a Circular of the State Minister for Agrarian Affairs/Head of the National Land Agency No 410 -1293 concerning Ordering the Status of Embossed Land and Reclamation Land. Coastal reclamation is an effort to utilize an area or land that is not useful and watery to be used as land that is useful by draining or stockpiling. The usual place for beach reclamation is the beach and/or coast and offshore. In the context of land reclamation policy in Indonesia, the government as the policymaker should be able to really think about the impact felt by the people living near the coast from the reclamation policy so that the policy does not cause disaster for the surrounding community. The research is conducted as it is deemed very important and is a necessity to make a model of flood disaster management policies due to reclamation in the city of Palembang. The results showed that in terms of land reclamation in Palembang, the policy should be beneficial for all parties not only to satisfy the government as a policy maker, but the policy is beneficial for many people. The implementation of the reclamation policy in Palembang must pay attention to the damage to the land, the waters and marine ecosystems and the environment around the coast, so that the negative impact of the reclamation policy that is the flood disaster can be minimized and not suffer damage to the land around the coast/coast, marine ecosystems and the environment.
