This paper is based on a case study in three years to encourage the participation of the teenagers as procuresses to study at a distance learning education, including in Universitas Terbuka (UT), Indonesia. The study is conducted in the village of Sudikampiran, Indramayu, West Java, Indonesia. The economic, cultural and educational backgrounds in the village prompted the teenagers to shift from the waitresses in the food stalls or from other base of operations to procuresses. There were approximately 40 teenagers in this village graduating from high secondary school annually. About two out of 10 teenagers worked as disguised procuresses or as “tlembug”, as they are called in the local language. The results of the research held in 2015 to 2016, arranged in phases of three months, snared about 216 teenagers with various professions as participants in teen empowerment model. The activities done in each phase included socializing and monitoring the programs of distance learning education with the use of information media and pictorial riddle. The research involved teachers, village apparatus, and social leaders. Data were collected through the use of Focused Group Discussion (FGD) and Participatory Rapid Appraisal (PRA). By the end of the study, it was identified that there were 6 teen procuresses who have been undertaking a study program at UT. Their participation in UT increased their self-confidence to compete in the formal jobs. It as well encouraged them to persuade their former peer groups to follow suit. With the provision of the higher education, it is hoped that the chain of procuresses practices can be engraved and their views of life changed.
