Research of economic aspects of national projects’ allowance of cardiac surgery in order to reduce heart failure in children

Abstract: The development of the children's heart transplant program and the widespread introduction of high-tech medical care technologies were hindered by the previously existing legislative and economic reasons reflected in the article. The lack of a national program for the treatment of children with chronic heart failure has created prerequisites in the UK, Saudi Arabia, and South Africa for the scientific, practical, and technological backwardness of health care in the countries considered. For this purpose, the author conducted a level analysis of the possibilities of effective implementation of the content of national projects of cardiac surgery profile for reducing heart failure in children. Among the national projects considered, children's cardiac surgery programs may exist in the structure of the Department of cardiac surgery for adult patients as part of a multidisciplinary or medical research center for cardiac surgery. The success of these programs is due to the number of patients, faster accumulation of experience in the treatment of newborns and children with complex congenital and acquired heart diseases, and due to the material and technical base of medical institutions, the possibility of using high-tech assistance, such as 3D modeling, auxiliary blood circulation, mechanical support and heart transplantation. These points are reflected in the analysis of the external and internal development environment of these projects. Therefore, the article provides the scientific rationale for the implementation of national projects in the UK, Saudi Arabia, South Africa profile cardiac surgery to reduce heart failure in children and assessment of efficiency of complex of measures on organization of medical aid to children with congenital and chronic heart failure through the system of use in clinical practice of modern surgical treatment methods and technologies
