Abstract: The purpose of this study was to develop a model of RECE character education learning for teachers in primary schools. This study uses a qualitative approach with the method of developing RECE learning models whose steps consist of (Reflective, Engage, Collaborative and Elaborative). In each of these steps students are required to think critically, creatively, collaboratively and communicatively according to 21st century learning. This research was carried out with a step of needs analysis, design design, design implementation, expert revision, to produce products in the form of RECE character education learning models. The results showed that teachers welcomed positively with this RECE learning model because it can foster students' character values while learning takes place and is able to make students think creatively, critically, collaboratively and communicatively. More than 84% of the teachers who were successfully observed felt happy and could apply this model as well as possible. With this RECE character education learning model it is expected that teachers in primary schools can instill character education for students as the demands of the 2013 curriculum can be met.
