Indonesia uses a presidential system of government to fully hand over legislative powers to the DPR-RI. In particular, related to the redesign of the legislative function of the DPD-RI to strengthen regional autonomy after the amendment to the 1945 Constitution of the Republic of Indonesia. Want to establish checks and balances and an orderly separation of powers between state institutions. Sitting on the issue of the composition of the DPD-RI’s position, empowering and calling to hear opinions. There is no willingness of the DPR-RI to involve the DPD-RI in the discussion of the Draft Law, but instead, they are consulted so that the DPD-RI does not have a meaningful legislative function. This research study aims to build a redesign model and concept of the DPD-RI’s legislative function to strengthen the ideal regional autonomy in the future. This study uses doctrinal legal research referring to the positivism paradigm using the statutory approach, legal history and conceptual methods. The constitution gives the DPR/DPD-RI and the President the authority together in prolegnas. However, the redesign and concept of the legislative function of the DPD-RI did not show a positive response. Important indicators for the implementation of the legislative function of the DPD-RI are not effective. This means that it must be empowered by strengthening and enlarging authority. This is where the redesign of the legislative function of the DPD-RI to strengthen regional autonomy is seen. However, the composition of the arrangement is still half hearted. The participation of the DPD-RI in discussions on par with the DPR-RI and the president is one thing that is needed and has equal rights in proposing the submission of the Draft Law. The urgent need is to strengthen the existence of the DPD-RI through the MD3 Law.
